Congress mandated that mintmarks not appear on any coins struck in 1965, 1966, or 1967 to dissuade coin collectors from hoarding coins during the national coin shortage crisis. Therefore, no Jefferson nickels struck with the 1966 date have a mintmark. All production was lumped together in one number.
Illustrating how far behind the government was in meeting demand, 1966-dated Jefferson nickels weren’t struck until the last five months of the year. The early part of the year was devoted to striking 1965-dated clad coinage to make sure that mintage numbers were high enough to remove any collectible value.
